The Cartier-157-movement does not require shorting. A common fault found with servicing this type of movement is the "stop lever" breaking.

If you look at a GAP BETWEEN THE BRIDGES at the "wheel train", you will see a brass lever that when you pull the crown in-and-out should move away from the wheel and touch the wheel when in crown-out position. Often it breaks and gets stuck on the wheel, stopping the movement. If it breaks and gets stuck on the wheel (stopping the movement), then it's likely to be an issue that needs to be addressed by a watchmaker.
